Carolyn, CEO/CFO

Mrs. Carolyn Wood is the CEO/CFO of Pugh Associates a Woman Owned Small Business. Carolyn joined Pugh Associates in 2013 bringing nearly 30 years of experience in Leadership, Program Management, Finance, and Test & Evaluation (T&E). She started her career at Lockheed Martin and subsequently worked at Northrop Grumman, and BAE Systems prior to joining Pugh Associates as a Director for the founder of Pugh Associates, Tom Pugh. Complimenting her program management and financial experiences is continuing education and certifications in Program Management, Project Management Professional (PMP), Agile Scrum Master (ASM), Lean Six Sigma Green Belt (LSSGB) and is currently candidate for a Bachelor of Science in Organizational Leadership from National University, San Diego.  While at BAE Systems, Carol as the Local Combat Systems Test Development Director (LCSTDD) supported Sail Away of the USS William P. Lawrence (DDG-110) from Bath Iron Works (BIW) Bath, Maine, and the Sail Away of the USS Michael Murphy (DDG-112) from Huntington Ingalls Industries (HII) Pascagoula, Mississippi. After the Sail Aways the AEGIS Shipbuilding Program entered a two-year gap prior to starting construction of the USS John Finn (DDG-113).  During this period, Carol implemented a process improvement program establishing coordination, lines of communications and sharing of lessons learned between the HII and BIW in preparation for the restart of the AEGIS Shipbuilding Program. At Pugh Associates she transitioned the company from consultant centric, to a dependable engineer support services teammate. This includes an employee’s benefits package that meets and often exceeds what similar companies can offer, a fulltime Facility Security Officer, a DCAA approved accounting system, ISO 9001:2015 certification and CMMC Level 2 assessment. Under Carol’s leadership Pugh Associates Mission Statement and Core Values is to provide our customer – the Warfighter with the “Best of the Best” weapon system to achieve mission success!

 

Tony, President

Mr. Angelo “Tony” Contino joined Pugh Associates as President in 2017 bringing nearly 50 years of experience in Leadership, Program Management, Naval Operations, and Test & Evaluation (T&E). His underway time was on Destroyer Escorts, Heavy Cruisers, AEGIS Cruisers and Aircraft Carriers as an Operations Specialist, Chief Warrant Officer, and Limited Duty Officer. During a Naval career of increasing responsibilities, significant tours of duty included: Officer in Charge (OIC) of Naval Tactical Interoperability Support Activity (NTISA) Detachment (Det) One San Diego; OIC of NTISA Det Three Long Beach; Combat Information Center (CIC) Officer for Commander, Sixth Fleet (COMSIXTHFLT); Combat Systems Officer (CSO) and Tactical Action Officer (TAO) for Commander, Carrier Group (COMCARGRU) Seven and Commander, Cruiser Destroyer (COMCRUDESGRU) Three. He provided oversight for Battle Group Command, Control, Communications, Computers, and Intelligence (C4I) installations in preparation for combat operations. During his 15 forward deployments he was awarded several Navy Commendation and Navy Achievement medals, the Vietnam Service Medal, the Combat Action Ribbon and numerous other ribbons and citations. He joined Logicon, then acquired by Northrop Grumman, where he oversaw the T&E of Tactical Data Links (TDL). An “outside the box” thinker, he designed the Combat System Engineering Development Site (CSEDS) Interoperability testbed known as Battle Force Rancocas and Closed Loop Testing. He designed the TDL testbeds at the AEGIS shipyards: “Dude Ranch” was activated in Bath, ME and “J-Van” was activated in Pascagoula, MS. He joined BAE Systems as the T&E Lead on the AEGIS Technical Representative (TECHREP) Engineering Support Services (ESS) contract providing test direction to the T&E engineering team in the areas of Shipboard Systems Integration & Test (I&T), Industrial Test Procedures (ITPs), Local Combat System Test Development Director (LCSTDD), Production Test Center (PTC), Ballistic Missile Defense (BMD), Development Testing, and Air & Ship Services Coordinator. He became the Program Manager for the AEGIS TECHREP ESS contract and managed a team of over 180 personnel that included 8 subcontractors. He made BAE Systems “A Great Place to Work” and was awarded the Chairman’s Award for “Making a Difference in Mount Laurel” by personally visiting local high schools to encourage STEM students to continue to pursue STEM degrees beyond HS and prepared college interns to work fulltime for BAE Systems upon graduation. Tony earned a Master of Arts in Management and a Bachelor of Science in Business Administration from National University, San Diego.

 

Richard, Contracts

Mr. Richard Stegall is a Contract Analyst for Pugh Associates. With over 10 years of experience (5 years with Pugh) working supporting government contracts. Mr. Stegall joined Pugh in 2017 to support the U.S. Coast Guard prior to taking on the role of Contracts Analyst. Mr. Stegall’s efforts include supporting Proposal Development and submission, Administering contract actions, ensuring staff timecard compliance via DelTek, maintaining company registrations and Business and Development. Mr. Stegall graduated with a Bachelor of Science in Business Administration from the University of South Alabama and is currently working to obtain his Certified Federal Contracts Manager Certification through the National Contract Management Association, where he is a member. In his spare time Mr. Stegall enjoys working on cars, being outdoors with his children and playing music.

 

Stephen, Facility Security Officer/Business Operations

Mr. Stephen Liquori is Pugh Associates Facility Security Officer/Insider Threat Program Senior Official. Mr. Liquori Joined Pugh Associates in 2022 to manage all security programs and assist with business operations. Those events lead to a restructuring of standard practices and protocols. Mr. Liquori also has helped Pugh Associates advance to new security systems to keep up with the ever-evolving world of industry security. In his spare time, he loves to be with his family and dogs.

 

Our Founder

Tom Pugh, the founder of Pugh Associates, established the company on January 1, 2008. He built the company off his 30 years of experience in government and especially the AEGIS Shipbuilding Program. In the early years the company provided consulting services to the AEGIS Technical Representative (TECHREP) and Program Executive Office Integrated Warfare Systems (PEO IWS). As the senior engineer, he consulted in planning for Mission System activation aboard ZUMWALT (DDG1000), analyzed combat system readiness for installation, activation, and test. He described status of design, equipment, personnel, spare parts, test procedures, and technical data. Tom acted as a liaison during the Combat System design for FFG(X). He taught numerous Combat System Engineering classes at Naval Surface Warfare Center Port Hueneme Division (NSWC PHD) to recently hired Combat System engineers and at several American Society of Naval Engineers (ASNE) symposiums. Prior to starting his company, Tom was a US Navy employee and participated in Underwater Explosion Shock Trials on USS Yorktown (CG 48), USS Mobile Bay (CG 53), and USS John Paul Jones (DDG 53). He led studies on USS Princeton (CG 59) Gulf War mine incident and USS Cole (DDG 67) terrorist attack and how the Combat System effectiveness was impacted. At NAVSEA, he was the CG 47 Class Production Manager responsible for ship production and production engineering for the AEGIS Combat System aboard CG 47 Class ships. As the Deputy Combat System Engineer, he was the lead engineer for AEGIS Combat System. He chaired AEGIS Lessons Learned Committee, Computer Program Acceptance Panels, Mission Readiness Reviews for Developmental and Operational Testing, AEGIS Light Off, Bravo Sea Trials and CSSQT. He assumed the role as Deputy Technical Director AEGIS Program and managed the Business and Financial Management portion of the program, plus design, development, and engineering for the AEGIS Combat System.  Also, he managed the AEGIS Combat System Design Agent, field activities and laboratories. Upon retirement from civil service, Tom joined Northrop Grumman as the Systems Integration Lead for DDG1000. His responsibilities included DDX/DDG 1000 Design Agent, Concept of Operations, systems engineering, integration, Developmental and Operational Testing, and Live Fire Weapons Effects Test. Tom served in the US Navy. Upon separation from active duty, he attended the Florida Institute of Technology earning a Bachelor of Science degree in Mechanical Engineering. Tom retired from Pugh Associates on December 31, 2022, and makes his home in St. Petersburg, Florida.
