BACKGROUND, PURPOSE, AND SCOPE STATEMENT
Our Prime Contractor requires professional maintenance, repair, and installation services for plumbing, systems at the Surface Combat Systems Center (SCSC) Wallops Island, VA. The objective is to ensure the continued operational readiness of facilities supporting the AEGIS, SSDS, and WIETC complexes. The Prime Contractor seeks the successful candidate to provide surge support during peak demand periods.

Requirements: The successful candidate shall provide all labor, tools, equipment, and Personal Protective Equipment (PPE) necessary to perform the following services. The Prime Contractor will provide all required materials and consumables.

HVAC/Cooling Services:

  • HVAC Systems: Installation, repair, maintenance, and removal of ductwork, thermostats, control systems, and sensors

  • Mechanical Troubleshooting: Diagnosis and repair of chillers, air handling units, computer room air conditioners (CRAC), and plumbing leaks

  • Environmental Compliance: Refrigerant management and recovery operations conducted in strict accordance with EPA regulations

Resource Requirements

  • Personnel Limits: Each task shall be staffed by a maximum of two (2) successful candidates per discipline unless otherwise authorized in writing by the Prime Contractor

  • Scheduling: The Prime Contractor will endeavor to provide two (2) weeks' notice for scheduling; however, the Contractor must maintain the capacity to respond to shorter-notice requests

Mandatory Requirements

Facility Access & Security Protocols: The Contractor shall adhere to all government security protocols:

  • Citizenship: All personnel must be U.S. citizens and provide valid government identification.

  • Identification: SCSC-issued badges must always be displayed on government property.

  • Inspections: Personnel must submit to baggage and vehicle inspections at all security checkpoints.

  • Prohibited Items: Weapons, explosives, hazardous materials, alcohol, and controlled drugs (without valid prescription) are strictly prohibited on government property.

  • Electronic Devices: Personal electronic devices (computers, cell phones, cameras, USB storage, Wi-Fi/Bluetooth/NFC devices) are prohibited inside government buildings.

  • Photography: Photography is strictly prohibited on government property and within buildings.

  • Escorts: Personnel shall always remain with a security escort while in government buildings unless they possess a Department of Defense Secret clearance (or higher) and visit request has been approved in the Defense Information System for Security (DISS).

Safety and Regulatory Compliance

  • Standards: Personnel must adhere to OSHA, EPA, and NFPA regulations.

  • Hazardous Materials: All hazmat must be approved via the SCSC procurement process, including the submission of Safety Data Sheets (SDS).

Minimum Personnel Qualifications

  • Minimum five (5) years of experience in the operation and maintenance of CRAC/CRAH units, chillers, condensers, pumps, cooling towers, and in-row cooling systems

DELIVERABLES: As-Built Documentation: Red-line markups shall be made on provided drawings and returned to the Prime Contractor at the completion of tasks for any authorized deviations from the original design.

7. PROGRESS AND COMPLIANCE

  • Notification shall be made to the Prime Contractor upon commencement and completion of each task

  • A report shall be provided on the status of systems being serviced upon completion of each task

Other required skills/experience:

  • A former US Navy Machinist's Mate (MM) with NEC 4283 – Refrigeration and Air Conditioning Technician is highly desirable

  • Your resume/cv accepted by the Prime Contractor

  • Ability to use MS Office Word and Outlook

  • Strong attention to detail with organizational and problem-solving skills

  • Ability to interface constructively with US Government and Industry teammates

  • Excellent written, verbal, and interpersonal communication skills

  • Ability to work independently and proactively in providing high-quality services
